Mississippi is one of several states that just plain outgrew its state capitol and decided to build a new one not too far away (Louisiana, Kentucky, Illinois and Arkansas did the same). The old capitol is now a museum, and you can drop by and take a look if you want (I think its a great idea). The legislative chambers in the capitol face toward the rotunda, different from almost all the other capitols, whose legislative chambers face away at a 180º or 90º angle.
